ULSTER CONSTABULARY.
Applications for enrolment in the Ulster Police will now be received. Recruitment will, without distinction of creed, be open to all members of the Royal Irish Constabulary throughout Ireland, and the Special Constabulary, and to a limited number of the D.M.P.
The rates of pay, of allowances, and of pensions are those as fixed by the R.I.C. Pay Order, 1920, the R.I.C. Allowances Order, 1920, and the R.I.C. Pensions Order, 1922, with the special concessions set out below.
Special Terms for Members of the R.I.C., who, after Disbandment, wish to Join.
Any man who, at the date of his disbandment, has seeved for two years or over in the R.I.C. receive, in addition to his pay in the Ulster Force, during his first six years in the new Force a weekly non-pensionable allowance calculated on one-sixth of the normal annual compensation allowance awarded him on disbandment from the R.I.C., and, during the following six years, on one twelfth of such allowance.
As soon as a man has served the added years, which count for compensation on disbandment, each further year he may serve in the Ulster Police will count for increased pension to be calculated under the Pensions Order,1922.
If, by promotion or increase of salary obtained in the Ulster Police Force, the pension for actual years service in the R.I.C. and Ulster Police is in excess of the compensation allowance, the higher amount will be payable on retirement.
Members of the R.I.C. shall retain their substantive rank and the corresponding pay according to their actual years of service, and shall carry with them into the new Force any favourable records.
Members of the R.I.C. shall be received without any further test as to height and chest measurement, but may have to undergo a medical examination as to their general fitness.
Members of the R.I.C. not born in Ireland, who have less than two years service at the date of disbandment, will only be considered in special cases.
Terms for Members of the Special Constabulary.
All classes of the Special Constabilary are eligible but, in taking recruits from the Special Constabulary, preference will be given to Class "A".
Members of the Special Constabulary will join as Constables, but any member of a Class "A" who has served as an Officer, or for six months or more as a Head-Constable, shall be granted for the purposes of pay and promotion, six years service, and any member of Class "A" who has served for six months or more in the rank of Sergeant, or in the rank of Sergeant and Head-Constable combined, shall be granted, for purposes of pay and promotion, four years service in addition to actual service in the Special Constabulary.
Members of the Special Constabulary will have to pass a medical and educational test. They should be at least 5ft 8ins in height and 36 inches in chest measurement, and between 19 and 32 years of age.
The maximum limit of age will be extended to 35 in the case of those who for any period between August, 1914, and November,1918, had serverd in His Majesty's Forces.
The educational test will be an examination in reading, writing, and simple arithmetic.
Terms for Members of the Dublin Metropolitan Police.
Members of the D.M.P., who are accepted, will join as Constables and, subject to any subsequent agreement with the Imperial Government, shall not be entitled to receive any additional non-pensionable allowance such as is fixed for the R.I.C., but will be entitled to count their years of service in the D.M.P. for the purpose of pay but not for pension.
In special circumstances Sergeants will be considered for corresponding rank in the new Force.
Members of the D.M.P. will not be required to pass a further test as regards height or chest measurement, but will have to undergo a medical examination.
