1562. All persons admitted into the Constabulary Force must enter either as cadets (see sec.662), or as Constables.
1563. General Qualifications. No person shall be admitted as a Constable unless he is possessed of the following qualifications:- He must be capable of reading, without hesitation, any printed or written document, and of writing a legible hand, and must be acquainted with the first four simple rules of arithmetic. He must bear a good character for honesty, sobriety, and fidelity. He must be at least 5 feet 9 inches in height, strong and active, a single man, and between the ages of 19 and 27 years; a registrar's certificate of birth is necessary. Sons of members or pensioners of the Force will be eligible for admission if 5 feet 8 inches in height, and at the age of 18 years. A candidate of 5 feet 11 inches in height must have a chest measurement of 37 inches. The chest measurement must not in any case be less than 36 inches.
1564. No candidate can be appointed to the Force while he is a hired servant in the employment of any person. If he is known to be actually employed by any Government department, or public company, or private person, he is not to be attested unless he produces the written consent of his employer to his being a candidate for the Force and to the immediate surrender of his employment should he be accepted as fit for the Force. If he was previously in such employment, he is not to be attested unless he prouces a written discharge from his late employer.
1565. Literate Qualifications. Candidates will be given three sums in each of the first four simple rules of arithmetic. County Inspectors, in examining candidates by dictation,should select a piece from some newspaper containing not less than from 100 to 120 words, in order that a fair estimate may be formed as to the Candidate's qualifications in handwriting and orthography. The County Inspector, or officer acting for him, must himself select and read the extract for dictation. His clarks are on no account to be entrusted with this duty. If a candidate should possess a certificate as to his literate qualifications, obtained in any educational or collegiate institution, it may be forwarded with the papers in his case to the Commandant.
1566. When a candidate arrives at the age of 27 years his name will be removed from the Register of Candidates.
