On the receipt of the monthy imprest, the District Inspector is to settle with the individuals of the Force in his district, without delay, for the amount of their pay and allowances, as well as for any subsistence, or travelling, allowances specially authorised and due at the time.
  He is personally responsible for the payment of all his men, and, should he intrust this duty to other members of the Force, it will be on his own responsibility. The men are not to be brought into the district head-quarters for the purpose of receiving their pay and allowances.
  The payments must always be made in cash, or other legal tender, and not by cheque, or promissory note.
